Mactan, Cebu Business Park, IT Park or Nivel Hills?
Mactan — officially Lapu-Lapu City — is the resort island, and the Punta Engaño headland at its northern end is where the big beachfront properties sit, with private sand, large pools, dive shops and the airport fifteen to twenty-five minutes away. It is a holiday rather than a base: dining outside your resort takes a taxi. Cebu Business Park, in the city around Ayala Center Cebu, is the safe answer for a first visit — central, walkable by Philippine standards, and surrounded by restaurants and shops. Cebu IT Park in Lahug is the younger sibling a few minutes north: newer buildings, a good deal of nightlife, and noticeably better value for the same standard of room. Nivel Hills, on the slope above Lahug, buys you the finest view in the city, over the rooftops to the sea and Mactan beyond, and costs you a car journey for every meal. One point overrides all of it: ask what the drive will be at the hour you plan to move, not what the map says. The bridges between Mactan and the mainland queue badly from about four in the afternoon, and the Cebu–Cordova link road helps the south of the island rather than the airport run.

Shangri-La Mactan, Cebu
The resort most people mean when they say they are going to Cebu: a very large, mature, beautifully planted estate on the Punta Engaño headland, with its own protected reef, a genuine stretch of sand and gardens old enough to have proper shade in them. It is the strongest all-round choice on the island for a family or a couple who want everything on site — several restaurants, a serious spa, a dive centre and a children’s club. It is not the newest resort on Mactan and it does not pretend to be; what it has is the space and the trees, which the newer places will not have for another twenty years.

The most polished new address in Cebu City, part of the integrated resort on the reclaimed South Road Properties, with large rooms, a good deal of marble and a casino attached. It is the closest thing the city has to a Manila five-star, and the views from the upper floors across the channel are excellent. The caveat is the location: the SRP is a planned district rather than a neighbourhood, so you will drive to dinner unless you eat in the complex. Best for a comfortable night either side of an island trip rather than for exploring on foot.

A big, handsome, comparatively recent resort on the same headland, with the Thai group’s particular style of service and one of the best pool complexes on the island. Rooms are large and modern in a way the older resorts are not, the food is a cut above the Mactan average, and families do well here. The beach is the honest weak point — like most of Mactan it is a made and maintained one rather than a natural sweep — so book it for the pools, the rooms and the service, and take the boat out if you want real sand.

Low-rise, spread out, with garden villas that have their own small plunge pools, an infinity pool over the water and a relaxed, unstuffy feel. Pets are the exception rather than the rule in Cebu

Should I stay on Mactan or in Cebu City?
Mactan if you want a beach holiday, Cebu City if you want a base. They are two different trips joined by a bridge. Mactan, in Lapu-Lapu City, is where the resorts are: private beaches, big pools, dive shops, and the airport about twenty minutes away. Cebu City is where the restaurants, the malls, the history and the ferry pier are, and it is where you begin any journey to Bohol, Moalboal or Malapascua. Many visitors do both, and the sensible order is city first and resort last, so the beach is what you remember. Allow real time for the crossing at rush hour: the bridges between Mactan and the mainland can take well over an hour in the late afternoon.
Which part of Cebu City should I stay in?
Cebu Business Park or Cebu IT Park for a first visit. Cebu Business Park, around Ayala Center Cebu, is the most comfortable and central choice, with restaurants and shopping within a short walk. Cebu IT Park in Lahug is younger, busier at night and very good value. Nivel Hills, above Lahug, buys you the view over the city and the sea at the cost of needing a car for everything. Downtown, around Colon Street and the Basilica, is where the history is and where most visitors go by day rather than sleep.
How long does it take to get from Mactan-Cebu airport to my hotel?
Fifteen to twenty-five minutes to most Mactan resorts, and anywhere from forty minutes to an hour and a half into Cebu City depending entirely on the hour. The airport sits on Mactan Island, so the resorts are close; reaching the mainland means one of the bridges, and those queue badly in the late afternoon and early evening. If you land after dark the journey is usually easy. If you land at four in the afternoon, assume the long version and do not book anything for that evening.
When is Cebu busiest and dearest?
The Sinulog Festival in the third week of January, and the Christmas to New Year fortnight. Sinulog is one of the great festivals of the Philippines and fills every hotel in the city; rooms are booked months ahead and rates rise sharply. Holy Week, the week before Easter, is the other pinch point, when the whole country travels. Outside those weeks the dry months of February to May are the pick of the year for the beaches and the diving, and June to November is quieter and cheaper, with heavy afternoon rain rather than all-day grey.
Is Cebu a good base for diving and island trips?
It is one of the best in Asia, but not all of it is a day trip. Mactan has easy house-reef and boat diving on the doorstep. The famous sites are further away: the sardine run at Moalboal is about three hours down the west coast, the thresher sharks of Malapascua need a drive to the northern tip and a boat, and Bohol is a two-hour fast ferry from the Cebu City pier. Any of these is better as an overnight than as a very long day. Note also that the whale-shark encounters at Oslob involve feeding the animals from boats, a practice many marine biologists and responsible operators object to; it is worth reading about before you book it.
